Job Purpose:
To be responsible for the line management for Pest Control Domestic and Commercial
Teams, the Hygiene teams, administrative support and Stray Dog services.
As a member of the Management Team (MT), work collegiately and make a proactive
contribution. This will include working flexibly and positively to achieve the objectives of
the Service and Council.
To participate in the management and development of services and to contribute to the
achievement of the Unit’s overall objectives.
To lead on income generation across the unit.
Principal Accountabilities and Responsibilities:
1. Make a positive contribution to the delivery of the service, this will include working flexibly
and positively to achieve the objectives of the Council.
2. Working closely with the Environmental Health Manager to support effective working
relationships and acting as an effective ambassador and advocate with external
organisations.
3. Manage the effective use of resources including capital and revenue expenditure.
4. Manage and lead staff to achieve high performance and effective operational delivery,
including developing and improving staff capability.
5. Manage a customer focused service and the effective use of resources.
6. Ensure that the council’s overall vision, values and ethos are central to the requirements of
the service.
7. Support effective working relationships and act as an ambassador and advocate with
external organisations
8. Keep up to date with developments in service delivery and best practice to ensure the
service performs effectively and to the highest standards.
9. To support the Council’s image, reputation, employee code of conduct and objectives.
10. To undertake duties and be responsible for the management of a team within a framework of
legislation, codes of practice, policies, service plans, procedures, protocols, accreditation or
audit schemes, guidance, instructions, schemes and customer care.
11. To be an active and effective member of the services’ management group(s). To provide
proactive management support to your line manager and peers. To deputise in the absence
of the Environmental Health Manager and to provide cover for peers and junior staff as
required.
12. To act as a resource of expert knowledge in all the functional specialisms within the remit of
the post and maintain standards of knowledge, competency and skills by participating in
personal learning and development where necessary or required.
13. To ensure that work processes are regularly reviewed, updated and improved to benefit the
service, spending a proportion of time providing front-line service.
14. To take a flexible approach to duties outside of normal office hours during changes in demand,
staffing unavailability, crisis, emergency etc.
15. To pro-actively audit, monitor, report on team cases and case loads to ensure prompt and
effective action, customer updates and satisfaction. To actively support performance, service
excellence, customer satisfaction, achieve personal and team-based work targets, standards
and project objectives and participate in the monitoring, auditing and reporting of individual
and team performance.
16. To actively foster positive inter-personal relationships and healthy collective team spirit for
all team(s) within your area of responsibility. To be a flexible and effective team member. To
be responsible for the recruitment and day-to-day management of front-line staff.
17. To be responsible for employees and activities under their control to comply with the
Council's health and safety policy and ensure that adequate measures are taken to
minimise risks to employees, staff, visitors and other persons.
18. To guide, audit, support, develop, set objectives for, monitor, appraise and manage front line staff, trainees and the services that they provide.
19. To address poor performance, unsatisfactory staff work attendance, workplace bullying or
inappropriate behaviour etc.
20. To be responsible for the management of the process of receipting payments for pest
treatments, meet all income and expenditure targets and provide accurate and timely
budget information.
21. To be responsible for the monitoring, purchasing, proper use, maintenance, calibration,
storage and safekeeping of materials, clothing, supplies and equipment.
22. To organise and represent the Council at meetings or events.
23. To carry out any other duties, including those required of any direct reports, commensurate
with the grade and purpose of the job, the post holder’s skills and the objectives of the Council.
24. Carry out duties with due regard to the council’s customer care, equal opportunities,
information governance, data protection and health and safety policies and procedures.
25. Undertake any other duties commensurate with the general level of responsibility of this
post.

The Post
Brent Council provides both domestic and commercial pest control services throughout the Borough and also has a large volume of commercial contracts, including Brent’s own housing stock.
The Pest Control and Hygiene Manager leads on Pest Control and Hygiene as well as managing the stray dogs function. The post sits within the Environmental Enterprise that focuses on maximising income opportunities and this post is expected to look at innovation and increasing income by proactively working with residents and businesses.
The post will lead a team of experienced and qualified Pest Control Officers with administrative support. As the lead the post will need to manager budgets, resources and lead and shape the service.
The post is responsible to budget forecasting, income targets and managing invoicing, setting fees and charges, as well as the pest control booking and payment system.
The post will manage enquiries, complaints and be responsible for ensuring the Health and Safety of staff and customers by having robust systems and procedures in place.
As commercial customers are essential to the service the role will be expected to actively seek new business and set plans for marketing and promoting existing and newly developed service offers.
As the service manager the post is expected to lead on recruitment, staff performance, service monitoring, IT development, plant and equipment (including vehicle fleet), maintenance and procurement.
The Person
The person is expected to be experienced in Pest Control Management and leading and shaping teams of qualified officers in a complex and multi-functional environment.
You will need to be a manager that leads by example and able to motivate, support and mentor a diverse team. You must be able to drive the team to achieve excellence and good customer service.
They will need to have a comprehensive understanding of the range of day to day issues facing pest control and hygiene, financial management, resource management and customer service. As well as prioritising a busy workload the post will at time need to support officers in field work so must be qualified and experience in Pest Control.
The person will need to understand the Health and Safety risks associated with Pest Control and be able to review, create and develop risk assessments and COSHH documentation.
You will need to be proactive in problem solving, client engagement and meeting the needs of our commercial and domestic customers.
You will need to be able to negotiate with commercial businesses and suppliers with a good understand operational costs in providing robust pricing, fees and charges.
