The British Pest Control Association (BPCA) took part in RHE Global’s Housing 2026 conference in Birmingham on 25 March, an event focused on raising standards and improving health across the housing sector.

The conference brought together representatives from across social and private rented housing, including local authorities, academics, campaigners and government stakeholders. Discussions centred on how upcoming regulatory changes in England could improve living conditions for tenants.

Key topics included Awaab’s Law, the Renters’ Rights Act, and proposed updates to the Housing Health and Safety Rating System (HHSRS) and Decent Homes Standard. Sessions explored how these reforms will affect inspection regimes, enforcement approaches and day-to-day housing management.

Awaab’s Law, in particular, is expected to place tighter legal duties on landlords to investigate and resolve hazards such as damp and mould within set timeframes. Pest issues will soon be covered by the legislation when we enter into phase two of the rollout (anticipated October 2026).

For pest professionals, this is likely to mean increased demand for rapid response, clearer reporting, and closer collaboration with housing providers to identify the underlying causes of infestations. 

BPCA exhibited at the event, engaging with attendees on the role of professional pest management in maintaining safe and healthy housing.

Niall Gallagher, Technical Manager at BPCA, also delivered a presentation on changing techniques, trends and considerations for pest management within housing. His session highlighted how evolving housing standards are shaping pest control approaches, particularly in relation to inspection, proofing and integrated pest management.

Niall said:

As housing standards continue to evolve, pest management needs to be part of the conversation from the start. We’re seeing a real shift towards prevention, better inspection and closer collaboration with housing providers. With measures like Awaab’s Law coming in, there’s a greater expectation to deal with issues quickly and tackle the root causes, not just the symptoms. Getting this right not only protects properties, but has a direct impact on tenant health and wellbeing.

The event provided a platform for cross-sector collaboration, with a strong focus on practical implementation and preparing organisations for the next phase of housing regulation.
