Job Overview

Providing the city of Oxford and surrounding areas with a dog warden service, ensuring that stray or lost dogs are picked up in line within set timelines and returned to their owners or taken to ODS approved kennels to be cared for or rehomed where necessary as well dealing with various other dog related issues.

Description

Responsibilities and main duties:

- Complying with, and implementing as appropriate, all ODS policies, procedures, codes, protocols and rules; promoting core values and making a positive contribution to corporate objectives.
- Complying with all ODS legal and financial obligations relevant to the service area, carrying out risk assessments and introducing risk management measures as appropriate.
- Collect and deal with stray dogs, returning them to their owners or to the ODS contracted kennels in accordance with ODS set procedures and in line with the section of the Environmental Protection Act 1990 that deals with stray dogs.
- Provide an expert resource for ODS and Oxford City Council and provide advice to meet internal and external customer needs.
- Educate the public about their role and legal responsibilities under the Animal Welfare Act as pet owners via the educational programme.
- Liaising with the Police, animal welfare organisations, educational establishments and representing ODS/Oxford City Council on matters relating to dog control and welfare
- This may also involve visiting local schools to try and educate the children about the responsibilities involved in owning a pet.
- Patrol and survey areas within the City boundaries to detect and report dog-fouling and other dog control offences included in the provisions of The Dogs (fouling of land) Act 1996, fixing signs/notices in public places, issuing fixed penalty notices and gathering evidence for formal proceedings where necessary.
- Assist in the investigation of complaints relating to nuisance from dog barking and implementing remedial action where possible.
- Investigate complaints and provide advice on the law as it relates to stray dogs, dangerous dogs and dogs out of control as well as processing animal welfare applications as appropriate.
- Assist Oxford City Council in formal proceedings; attending court to give evidence where necessary.
- Carry out animal welfare licensing inspections and make recommendations in connection with the grant of licences.
- Liaise with the Police, RSPCA and others as necessary to ensure the overall effectiveness of the service.
- Assist in the promotion of responsible pet ownership by the provision of advice, guidance, publicity, micro-chipping and education.
- Maintain accurate records and ensure that data, including management information is collected, processed and submitted in a timely manner.
- The post-holder will at times be required to work outside normal working hours to attend meetings, undertake visits and undertake enforcement patrols.
- Carry out pest control surveys and treatments in Domestic and Commercial premises and adjacent external areas as and when it is required.
- Undertaking and participating in personal training and development as well as carrying out training and assisting other officers where appropriate e.g. in CPD events.

Who we are looking for:

- Candidates will be shortlisted on the basis of demonstrating that they fulfil the following criteria in their application form and should include clear examples of how they meet these criteria.
- Minimum Level 2 qualification in Pest Control (Preferred but not essential).
- Full, Valid, UK driving licence or European Equivalent.
- Ability to communicate clearly in English including in writing, over the phone and face to face.
- Significant practical experience and knowledge of confidently dealing with and handling dogs without endangering your own, the public or the dogs’ safety.
- Basic knowledge of the behaviour patterns, care and wellbeing of dogs.
- Ability to confidently and tactfully deal with and resolve potentially aggressive situations involving the public and dogs.
- Experience of undertaking enforcement action and dealing with difficult people.
- Ability to carry out physical work e.g. handling dogs of all sizes, carrying heavy equipment, climbing stairs and ladders, working in confined spaces etc.
- Good working knowledge of Microsoft Office software.
- Prepared to support the Pest Control service in the treatment of a variety of pests.
- Experience of insect identification within a pest control environment.
- Good working knowledge of modern pest control techniques.
- Prepared to work out of hours if necessary.
